How Nitaqat Works — The Color Band System
Nitaqat (نطاقات, meaning 'bands') is the Ministry of Human Resources and Social Development's system for measuring Saudization compliance. Every private-sector company is placed in a color-coded band based on its percentage of Saudi employees.
The 5 Nitaqat Bands:

Important: These are the default thresholds for the general private sector. Each industry sector has its own specific targets — some require 70-80% Saudization.

Red Zone Penalties:
- Cannot issue new work visas

Weighted Employee Counting — The Numbers That Matter
Nitaqat doesn't simply count heads. The system uses weighted counting to calculate your effective Saudization percentage.
Special multipliers:

The Saudization formula:
Saudization % = (Weighted Saudi Employees ÷ Total Employees) × 100
Example calculation:
- Total employees: 100
- Saudi employees: 20 (all regular), including:
- - 2 Saudis earning < SAR 4,000 → weight: 2 × 0.5 = 1.0
- - 1 Saudi with disability → weight: 1 × 4.0 = 4.0
- - 17 regular Saudis → weight: 17 × 1.0 = 17.0
- Weighted Saudi total: 1.0 + 4.0 + 17.0 = 22.0
- Saudization: 22.0 ÷ 100 = 22.0% (Mid Green)

Sector-Specific Targets (2025/2026)
Not all sectors have the same Saudization requirement. The Ministry sets specific targets for each industry:
High Saudization Sectors (50%+):

The Developed Nitaqat Program (2024–2028): The latest reform introduces gradual target increases over 5 years. If your sector shows 30% today, expect it to rise to 40-50% by 2028. Plan your hiring accordingly.

5 Strategies to Improve Your Nitaqat Band
If you're in Low Green or Red, here are practical strategies to improve compliance:
- Strategy 1 — Hire Saudi Graduates via Tamheer:
- Tamheer (تمهير) is the government's on-the-job training program. Saudi graduates are placed in your company for 3-6 months with MHRSD paying their salary (SAR 2,000-3,000/month). They count toward Saudization at 0.5 weight.
- Cost to you: Zero
- Saudization impact: +0.5 per trainee
- Strategy 2 — Employ Saudis with Disabilities:
- Each Saudi employee with a registered disability counts as 4 employees in your Nitaqat calculation. The government provides wage subsidies through the Human Resources Development Fund (Hadaf).
- Impact: +4.0 Saudization weight per employee
Strategy 3 — Restructure Low-Salary Saudi Positions: Saudis earning below SAR 4,000 count as only 0.5. Raise these salaries above SAR 4,000 to get full 1.0 credit. The incremental cost is often less than the penalties for non-compliance.
Strategy 4 — Part-Time Saudi Workers: Hire Saudi workers on part-time contracts through the Taqat platform. Each counts as 0.5 toward Saudization. This is cost-effective for businesses that don't need full-time Saudi employees.
Strategy 5 — Focus on Female Saudi Employment: Female Saudi employees may receive enhanced weighting in certain sectors. The government provides additional subsidies through the Wusool transportation program and Qurrah childcare program.
What NOT to do:
- Don't create fake Saudi positions (ghost employees) — MHRSD audits companies regularly
- Don't hire Saudis just to fire them after reaching the target — consecutive hiring/firing patterns trigger investigations
Penalties and What Happens in Red Zone
Falling into the Red Nitaqat zone has serious consequences:
Immediate restrictions:
- Cannot issue new work visas
- Iqama renewals limited to 3 months maximum
- Cannot change employee professions or transfer sponsorships
- Blocked from all MHRSD digital services on Qiwa
